The Ninth Circuit Court of Appeals has upheld a District Court’s dismissal of a case, which involved, but did not have joined as a party to the suit, the United States. Plaintiffs, the Paiute-Shoshone Indians brought suit against the City of Los Angeles to restore to their possession an area known as Owens Valley in Inyo County, California.
