First District Holds County’s Assumptions Underlying Adoption of Urban Water Management Plan Were Based on Substantial Evidence

On October 8, 2010, the First District Court of Appeal held that the Sonoma County Water Agency (SCWA) appropriately adopted an urban water management plan (UWMP), disagreeing with the trial court’s determination that several elements of the plan were not supported by substantial evidence.
