    An economic recession combined with three years of drought has created a tense atmosphere for California’s ongoing water allocation debate. Senator Diane Feinstein (D–Cal.) had recently chimed in with a proposed “Emergency Temporary Water Supply Amendment” to the Obama administration’s “Jobs Bill,” aimed at softening federal agency actions that have limited water deliveries to San Joaquin Valley farmers and water districts throughout the state.
