  • California Air Resources Board Adopts Climate Change Scoping Plan

    On December 12, 2008, the California Air Resources Board (CARB) adopted California’s Climate Change Scoping Plan, which is the road map for implementation of the state’s first-of-its-kind greenhouse gas reduction law, the Global Warming Solutions Act of 2006 (GWSA or AB 32) over the next decade. The scoping plan is an overall suite of greenhouse gas reduction measures, which various state agencies will implement through a series of rulemaking proceedings over the next three years. The collection of measures is designed to bring economy wide greenhouse gas emissions in California down to 1990 levels by the year 2020. To reach this target, the measures must reduce emissions by 174 million metric tons CO2 equivalent (MMTCO2E) over the base case emissions growth for the next 12 years.
