Desalination Meets CEQA (Again): San Diego Coastkeeper Challenges Environmental Compliance for the Carlsbad Desalination Project
San Diego Coastkeeper v. City of Carlsbad
Environmental groups San Diego Coastkeeper and the Coastal Environmental Rights Foundation filed a lawsuit against the City of Carlsbad over a proposed desalination plant on October 16, 2009. The suit challenges the city’s California Environmental Quality Act (CEQA) compliance related to environmental review of changes to the project design and the project’s greenhouse gas emissions. The San Diego County Superior Court has not granted Coastkeeper’s request for an immediate stay of development of the plant, and construction is expected to begin in November 2009.
