    Abdur-Rahman v. Walker, ___F.3d___

    The Eleventh Circuit Court of Appeals held that 42 U.S.C. § 1983 does not provide a right of action for violations of the federal Clean Water Act. The Eleventh Circuit further found that First Amendment claims made by two terminated public works inspectors failed as a matter of law because relevant precedent limits the claims of government employees under the First Amendment to citizen speech on matters of public concern.
