As climate change has taken center stage as a focus of global environmental concern, as a consensus has formed among scientists that the Earth’s climate is in fact warming and will continue on that path for the foreseeable future. The impact of this consensus has been notable in California, where state and local government agencies anticipate major infrastructural and economic challenges from a changing climate, particularly in the area of water resources
