    Advances in wastewater treatment methods have produced higher quality treated effluent, at a greatly reduced rate. Wastewater treatment generally consists of the application of technology to improve the quality of wastewater, resulting in what is often called: “recycled water.” Perhaps more importantly is the potential high monetary value this recycled water represents. With access to such a prized resource such as recycled water, the question as to the treated water’s ownership naturally follows—and that question is the focus of this article.
