California Air Resources Board and California Energy Commission Siting Committee Begin to Develop CEQA Greenhouse Gas Thresholds of Significance
On October 27 and October 28, 2008, the California Air Resources Board (CARB) and the California Energy Commission Siting Committee (CECSC) held public status workshops on the greenhouse gas (GHG) emission thresholds soon to be a mandatory component of all California Environmental Quality Act (CEQA) project reviews. CARB presented a GHG threshold proposal that divided proposed projects into “industrial” and “commercial/residential” sectors for the purposes of GHG review. CARB also discussed its plan to formulate a quantitative and qualitative threshold for each sector. While CECSC did not set forth any tentative threshold standards at its workshop, CECSC indicated that it would be working closely with CARB and looking to CARB’s thresholds for guidance.
