    Of note in the West this month are two cases and a draft Environmental Protection Agency (EPA) plan. In the first case, a California Court of Appeal denied approval for a quarry-mining project because it failed to meet state laws. In the second case, the Colorado Supreme Court upheld a Water Court’s decisions not to grant water rights applications to a developer. The EPA plan analyzed possibilities for ridding the Columbia River Basin of toxic pollutants.
