In a November decision of the Court of Appeals of Virginia, a three-judge panel found the Chesapeake Bay Foundation (CBF) has standing to challenge a five-year extension of a Virginia Water Protection Permit issued to the City of Newport News for construction an operation of the controversial King William County Reservoir.
