California Air Resources Board Unveils Proposed Scoping Plan for Implementing Landmark Climate Legislation
On October 15, 2008, the California Air Resources Board (CARB) released its long-awaited proposed greenhouse gas (GHG) “scoping plan,” outlining the state’s strategy to reduce GHG emissions in California to 1990 levels by 2020. The scoping plan is a key element of the state’s landmark climate change legislation, Assembly Bill 32 (AB 32), the Global Warming Solutions Act of 2006. The scoping plan is based largely on the draft scoping plan released by CARB in June 2008, which was commented on by more than 40,000 stakeholders.
