On October 29, 2007, the Center for Biological Diversity (CBD) sued to challenge the California Department of Parks and Recreation’s (CDPR) issuance of a “Notice of Exemption” (NOE) and a five-year special event permit for the Central Coast Motorcycle Association Oceano Dunes Endurance Beach Race.
