  • Governor Signs Legislative Overhaul of California’s Flood Protection System

On October 10, 2007, Governor Arnold Schwarzenegger signed a legislative package of six bills meant to safeguard the Central Valley from a catastrophic storm. The key bill in the package, Senate Bill 5, imposes no immediate bans on development, but requires cities and counties to integrate updated flood maps into their general plans. After 2015, SB 5 bans development in most flood-prone areas of the Sacramento and San Joaquin Valleys unless sufficient flood control protections are in place, or adequate progress is being made, to withstand a 200-year storm.
