    This year has brought uncertainty in water supply and availability for water agencies. With rulings in both state and federal court limiting pumping from the Delta, the lack of rain in Southern California, and anticipated changes in runoff and reduced supply from climate change, changes need to occur. In recent months, Governor Schwarzenegger, state agencies, and policymakers have been devoting significant attention to the need for water projects and their fi-nancing to adapt to future needs. The trend may have reached a crescendo as a result of recent court actions limiting water exports through the Bay Delta.
