Water Supply and Conservation Initiative Proposed by Oregon Water Resources Department
An ongoing challenge for any state is the ability to maintain and manage an adequate water supply. The Oregon Progress Board’s State of the Environment Report (2000) indicated that most surface waters in Oregon during non-winter months are fully appropriated. Groundwater is also becoming overused and may not be stable in some areas. Additionally, there is an ongoing conflict between instream and out-of-stream uses due to Endangered Species Act requirements. To assess the means of addressing these challenges, the Oregon Water Resources Department proposes a 2007 to 2009 policy package entitled the Oregon Water Supply and Conservation Initiative.
