  • ‘Colorado Water for the 21st Century Act’ Receiving Mixed Reviews

    It has been nearly one year since the authors first reported on the Colorado Water for the 21st Century Act (Water Act). See 10 West. Water L. & Pol’y Rptr. 217 (June 2006). The Water Act provides several procedural mechanisms aimed at creating a dialogue between representatives from the several river basins within the state, with the goal of reaching solutions to interbasin water conflicts. Interbasin water con-flicts in Colorado date back to the turn of the century or before, when east slope water users began appropriating west slope water for use within growing cities and towns on the Front Range. Despite its exalted goal of ameliorating interbasin water conflicts, it appears that the Water Act has done little to date in terms of actually resolving interbasin conflicts, although some progress has been made.
