Global Warming Reaches California Regulatory Agencies and Courts—and You
As debate about the reality of global climate change continues (in some circles anyway), the effects of climate change have plainly begun to emerge in at least one arena—the law. Climate change is quickly transforming the regulatory terrain in California. Last year, the California Legislature enacted and Governor Arnold Schwarzenegger signed the California Global Warming Solutions Act committing the state to establishing an unprecedented program of regulatory and market mechanisms to achieve quantifiable and cost-effective reductions in the “greenhouse gases” causing global temperatures to rise.
