    Originally signed by the United States and Canada in 1972 to address increasing alarm over water pollution in the Great Lakes, the Great Lakes Water Quality Agreement (GLWQA) set forth water quality objectives, provided for programs that were intended to achieve water quality objectives, and defined the powers, responsibilities and functions of the International Joint Commission (IJC). The GLWQA has been periodically amended since 1972, and it is currently under review.
