Governor Schwarzenegger Signs AB 1234, Imposing Ethics Training, Compensation and Reimbursement Requirements on Cities, Counties and Special Districts
On October 10, 2005, California Governor Schwarzenegger signed Assembly Bill 1234 (AB 1234), which imposes ethics training, compensation and reimbursement requirements on cities, counties and special districts. The legislation takes effect January 1, 2006. Generally, AB 1234 requires local agency officials to receive no less than two hours of training in general ethics principles and ethics laws every two years. AB 1234 also places certain limitations on how officials may be compensated for attending meetings and reimbursed for travel, lodging and meals, and restricts the manner in which they are reimbursed. Further, AB 1234 requires officials seeking reimbursement to file an expense report, as well as make an oral report on the meeting or conference attended.
