Environmental and Religious Groups Challenge Arroyo Toad Critical Habitat Designation

The story of the listing and critical habitat designation for the Arroyo toad by the U.S. Fish and Wildlife Service (FWS) is a long and tortured one. In the latest chapter, the FWS published a draft economic analysis in February 2005 which forecasted that over $1 billion in total costs would result from the designation of critical habitat for the species.
