On August 29, the California Supreme Court issued an opinion deciding an important insurance matter that also affects water quality issues: whether a nonstandard excess third-party liability insurance policy held by the County of San Diego should pay for county expenses incurred when obeying an administrative order to remediate pollution, and for related third-party damage claim settlements.
