  • The Proposed Lower Yuba River Accord: From Controversy to Consensus

    The lower Yuba River provided the backdrop for the April 21, 2005 public announcement of a proposed framework for settlement of years of litigation over instream flow requirements for the lower Yuba River. The beauty and tranquility of the riparian setting mirrored the sense of optimism and achievement of Yuba County Water Agency (YCWA) and a coalition of 17 state and federal agencies, local irrigation districts and conservation groups that developed a suite of independent agreements, which are cumulatively called the proposed Lower Yuba River Accord (Yuba Accord).
