    Northwest Envtl. Advocates v. U.S. Environmental Protection Agency, ___F.Supp.2d___

    On March 30, 2005, the U.S. District Court for the Northern District of California issued an order requiring the EPA to repeal 40 C.F.R. § 122.3(a), the regulation that exempts ballast water and other incidental discharges from vessels from NPDES permitting.
