    On October 29, 2004, the Local Agency Formation Commission (LAFCO) for Los Angeles County issued its draft municipal service review (MSR) recommending the dissolution of the Newhall County Water District (NCWD) or the consolidation of NCWD with the Castaic Lake Water Agency (CLWA).
