Governor’s Performance Review Panel Recommends Elimination of SWRCB, Division of Water Rights, and Regional Water Quality Control Boards
On August 3, 2004 the California Performance Review, a review committee created by Governor Schwarzenegger in early 2004, released a lengthy report criticizing the efficiency and responsiveness of State government. The CPR Report recommends a massive reorganization that would include, among other things, dividing and replacing the State Water Resources Control Board and Regional Water Quality Control Boards.
