    The Ninth Circuit Court of Appeals has found the efforts of a San Francisco Bay Area transportation authority complied with the State Implementation Plan (SIP) measures under the Clean Air Act (CAA) aimed at increasing public transportation ridership even though the actual targets of the measures were never met.
