Tenth Circuit Hears Oral Argument on Private Right of Action to Enforce Interstate Water Compacts
Three Forks Ranch Corporation v. City of Cheyenne, Wyoming and its Board of Public Utilities, et al.

In a case that has implications for whether a water rights user has any private right of action, either directly or as a third party beneficiary, to enforce provisions of the Upper Colorado River Compact, the Tenth Circuit Court of Appeals recently heard oral argument on the matter.
