  • Governor Schwarzenegger Issues Executive Order Temporarily Halting Implementation of Pending Regulations; Dozens of Regulations Exempted by Finance Director

    On November 17, 2003, Governor Schwarzenegger issued Executive Order S–2–03, which temporarily halted implementation of pending or proposed regulations and required agency heads to submit several reports to the governor’s office detailing the impact on California business of recently enacted regulations and all pending or proposed regulations. The executive order allows for exemptions from the general regulation freeze, which must be approved by the Director of the Department of Finance. So far, at least three dozen regulations have been exempted by the finance director.
