New Adventures in Project Cumulative Impact Assessments
Cumulative impact analysis for individual land use and permitting projects is taking on a whole new perspective and renewed importance as one of the tools being used to advance Environmental Justice (EJ). The U.S. Environmental Protection Agency (EPA) defines EJ as the “fair treatment for people of all races, cultures, and incomes, regarding the development of environmental laws, regulations, and policies.” The goal is to ensure that minority and lowincome populations do not bear a disproportionate amount of adverse environmental impacts. Title VI of the Civil Rights Act of 1964 explicitly provided that:
