Colorado State Engineer Implements Fee Program for Funding Water Rights Administration
On May 1, 2003, Colorado Governor Bill Owens signed into law Senate Bill 03-278, which authorized the State Engineer to collect a “Water Administration Fee” from users of adjudicated water rights. The fee is for the benefit of the Division of Water Resources (Division) to offset a 1.7 million dollar reduction in the Division’s budget resulting from an 18.8 percent revenue drop (approximately $1.2 billion) in the state’s general fund over the past two years.
