D.C. Circuit Court Awards Fees to Catalysts in Clean Air Act Suit

The D.C. Circuit Court of Appeals recently held that settling plaintiffs may still recover attorney's fees as catalysts to environmental abatement by defendants, potentially altering the balance of power in settlement negotiations between the parties to Clean Air Act suits.
