    The Second District Court of Appeal, recently upheld a Los Angeles County Superior Court's decision that the legislative adoption of a "preferential parking zone" (PPZ) for residents was properly determined to be categorically exempt from the California Environmental Quality Act (CEQA) by the city of Santa Monica.
