The federal District Court for the District of Arizona has enjoined development activities throughout a 600-plus acre parcel in north Phoenix based on an expansive interpretation of the effects of the U.S. Army Corps of Engineers' (Corps) issuance of a permit under Section 404 of the Clean Water Act.
